On September 20 and 21, 2026, Daryl Guberman sent formal written notice to 30 insurance-company chief executives and more than 260 reinsurer executives, insurance-trade editors, financial journalists, and investigative reporters. The notice documents what Guberman says is a systemic accreditation failure: the September 4, 2018 DOS Contract 19AQMM18R0131 introduced the designation "underwriter" into the accreditation chain — a role Guberman says no accreditation body can legally hold under ISO/IEC 17011 Conformity assessment — Requirements for accreditation bodies accrediting conformity assessment bodies (registrars). The standard actively eliminates any ambiguity regarding an AB taking on commercial liability or underwriting risks. September 4,2018 only one or two people at the top of ANSI-ANAB gave DOS the term UNDERWRITER to be used on the contract. Nobody told the MRA-MLA international equivalent accreditation bodies, Nobody told the registrars. Nobody told the auditors who work for the registrars, which means any corrective action given to a companies quality system is invalid, Nobody told the OEM's (original equipment manufacturers) or the suppliers, Nobody told the investors, insurers, logistics in medical, automotive, aerospace, etc. worldwide.

Guberman says 13 federal agencies are compromised by sitting on the ANSI-ANAB board, five of them — the Department of Homeland Security, the Department of Justice, the Department of Commerce, the Food and Drug Administration, and the Department of State — as paying customers. ANSI's 990 tax filings, he says, show these agencies still paying into the nonprofit organization he says perpetrated the fraud on the DOS contract. Sovereign immunity is the legal doctrine that shields federal agencies from lawsuits; Guberman argues these five agencies failed in their duties and thereby broke that shield. Guberman says he personally informed the DOJ official now spearheading federal fraud enforcement and received no response. "The DOJ is part of the fraud," Guberman says. "Silence doesn't work anymore — not for the agencies, not for the carriers, not for anyone on that list."
