~ Boston City Council Welcomes New Councilor Miniard Culpepper

The Boston City Council recently welcomed its newest member, Councilor Miniard Culpepper, who began his first term representing District 7 on January 5, 2026. The inauguration ceremony was held to officially welcome and swear in the new councilor.

Councilor Culpepper will be representing the neighborhood of Roxbury and sections of Dorchester, Fenway, and the South End. He was born and raised on Seaver Street in Dorchester and comes from a family with a strong legacy of activism, faith, and community leadership. His grandparents were the first Black couple to live on Seaver Street and his grandfather was a pastor and NAACP leader who marched alongside Dr. Martin Luther King Jr. His family's legacy instilled in him a deep commitment to justice and service.

Councilor Culpepper is a highly educated individual, having graduated from English High School, Brandeis University, Howard Divinity School, and Suffolk University Law School. His early work as a lawyer greatly influenced his path towards public service. One particular experience that shaped his understanding of housing as a cornerstone of dignity and opportunity was when he fought to help a friend purchase a boarded-up home in Grove Hall.

His career in public service spans decades, including serving as the New England Regional Counsel for the U.S. Department of Housing and Urban Development. In this role, Councilor Culpepper fought for tenants' rights, fair housing, and reinvestment in underserved neighborhoods. He played an integral part in implementing Boston's first Civil Rights Protection Plan in public housing and exposing racial discrimination at the Boston Housing Authority. He also helped secure $25 million in federal funding to rebuild public housing developments across the city. Additionally, he has been an advocate for affordable housing communities such as Academy Homes, A Field Estates, and the Franklin Park Apartments.

Aside from his federal service, Councilor Culpepper has also been deeply involved at the community level. As the Senior Pastor of Pleasant Hill Missionary Baptist Church, he founded the Trotter Peace Program to support mentorship and employment opportunities for young people of color. He also led the Six Point Peace Plan to reduce community violence. During the pandemic, he organized grassroots efforts to distribute vaccinations and food to support his neighbors.

As a member of the Boston City Council, Councilor Culpepper is dedicated to advancing housing stability, economic opportunity, strong schools, safe and healthy communities, and a transparent and accountable city government that values community input. With his faith guiding him and his lived experiences shaping him, he is ready to work with residents to deliver results for District 7 and help create a more just and inclusive Boston.
