~ SACRAMENTO - In a move to promote accountability and rehabilitation within the criminal justice system, Governor Gavin Newsom announced today that he has granted 19 pardons. This decision was made under the authority given to the Governor by the California Constitution to grant executive clemency in the form of a pardon, commutation, or reprieve.
Governor Newsom believes that clemency is an important aspect of the criminal justice system as it can incentivize positive behavior and remove barriers for successful reentry into society. It also allows for unjust results in the legal system to be corrected and addresses the health needs of incarcerated individuals with high medical risks.
It is important to note that a clemency grant does not forgive or minimize the harm caused by the individual. Instead, it recognizes their self-development and accountability since their conviction.

One form of clemency, a pardon, can have various benefits such as removing barriers to employment and public service, restoring civic rights and responsibilities, and preventing collateral consequences like deportation and permanent family separation. However, it does not expunge or erase a conviction.
The Governor carefully considers numerous factors when reviewing clemency applications, including an individual's conduct since their offense, whether granting clemency is in the interest of justice, and how it may impact the community including crime victims and survivors.
Since taking office, Governor Newsom has granted a total of 205 pardons. The Governor's Office encourages victims, survivors, and witnesses to register with CDCR's Office of Victim and Survivor Rights and Services to receive information about an incarcerated person's status. For more information on victim services or to register confidentially, individuals can visit www.cdcr.ca.gov/Victim_Services/ or call 1-877-256-6877 (toll-free).
