CHICAGO ~ Chicago Mayor Signs Executive Order to Protect First Amendment Rights

In a move to safeguard the free speech rights of all Chicagoans, Mayor Brandon Johnson signed the 'Right to Protest' executive order today. This order, which is an extension of the Mayor's Protecting Chicago Initiative, aims to ensure that the Chicago Police Department (CPD) will protect citizens' First Amendment rights while also maintaining public safety, even in the face of interference from the federal government.

During a press conference, Mayor Johnson stated, "Chicago has a long history of civic action and today is no different. We have shown time and time again that we can protect demonstrations of any size while also upholding First Amendment rights. With this Executive Order, we are reaffirming that Chicago will continue to be a place where democracy and freedom thrive. We want all residents and visitors to know that they can peacefully assemble, petition their government, and speak freely in our city."

This executive action comes as a proactive measure in response to potential large-scale demonstrations against the actions of the federal government. The Mayor emphasized the importance of being prepared for any situation and ensuring that citizens' constitutional rights are protected.

The Order directs CPD to collaborate with protest organizers in developing alternative plans if federal law enforcement disrupts lawful protest activity. This could include identifying alternative locations for protests to take place while still achieving their objectives within reasonable time, place, and manner restrictions.

Furthermore, any alternative plan developed by CPD and community members must prioritize protecting participants' First Amendment rights while also maintaining public safety.

The need for this Executive Order was highlighted by recent events where federal law enforcement used force against residents participating in First Amendment-protected demonstrations outside an Immigration and Customs Enforcement site in the Chicago area.

Under the leadership of CPD Superintendent Larry Snelling, CPD has worked towards building strong partnerships with community activists. This has resulted in predominantly peaceful demonstrations in recent years with minimal disruptions for Chicagoans going about their daily lives.

Last year, during the Democratic National Convention, minimal arrests were made and demonstrations remained peaceful. This success is a testament to the effectiveness of local leadership in safeguarding free expression and ensuring public safety.

The signed Executive Order will be available for public viewing on the City Clerk's website. This announcement reaffirms the City's commitment to protecting the right to protest as an essential part of civic life in Chicago.
