City Council Adopts Updated Resolution for 'Connect Tacoma' Ballot Proposition

~ At the Tacoma City Council meeting on April 21, 2026, Resolution 41894 was adopted, superseding the previously adopted Resolution 41890. This new resolution pertains to the proposed Connect Tacoma: Safe Streets and Sidewalks ballot measure.
The updated resolution includes two changes to the proposed measure. The first change is the addition of dedicated investment categories in response to questions raised during the April 14, 2026 City Council meeting. Under this requirement, all revenues derived from the proposed tax increase, as well as associated grant and partnership funding, must be allocated to three specific areas.
The first area is Safe Streets for Everyone, which will receive approximately $159 million or 50 percent of the funds. This category aims to improve the city's busiest streets and key arterials by focusing on safety, reliability, and economic connectivity.
The second area is Better Neighborhood Streets, which will receive approximately $85 million or 26 percent of the funds. This category focuses on enhancing the quality of neighborhood streets and nearby spaces through measures such as paving, pothole repair, traffic calming, greenways, and sidewalk enhancements. It should be noted that maintenance of residential streets has been added to this category.

Lastly, Improved Connections will receive approximately $76 million or 24 percent of the funds. This category aims to provide easier access to transit, schools, and neighborhood business districts by expanding sidewalks, ADA access, greenways and trails, safety improvements, traffic calming, and multimodal connections for walking, biking, rolling and transit use. It should be noted that greenways and trails have been added to this category along with safety improvements and traffic calming measures.
The second change in Resolution 41894 is an adjustment in the maximum levy rate ceiling from $1.78 to $1.95 per $1,000 of assessed value for collection in 2027. This change accounts for potential changes in future assessed property values and does not alter the proposed property tax increase of $0.20 per $1,000 of assessed property value.
