City of Bloomington Outlines Next Steps for College Square Redevelopment

~ Bloomington Redevelopment Commission Moves Forward with Public Offering for College Square Property
On April 20, the Bloomington Redevelopment Commission (RDC) made a significant decision regarding the future of the College Square property. The commission voted to proceed with a public offering for the site, establishing a structured and transparent process for evaluating redevelopment proposals.
This decision came after the RDC received a request from the Capital Improvement Board (CIB) to delay the public offering for 30 days. The CIB expressed their desire to use this time to discuss a potential land exchange proposal involving parcels south of the convention center. This proposal was included in the meeting materials and was carefully considered by commissioners.
After careful consideration, the RDC decided to move forward with the public offering, which will allow interested parties to submit proposals that will be reviewed and compared within a defined framework. The official offering will be published on April 27, 2026 and will have an 84-day response window, with proposals due in July. During this time, the City will continue its review of environmental conditions at College Square.

The RDC determined that a 30-day delay would not provide enough time to obtain all necessary information, such as appraisals and environmental assessments, needed to properly evaluate a direct exchange of public assets. By pursuing a public offering instead, the City can consider a wider range of potential uses for the site while also continuing to assess parcels south of the convention center.
It is important to note that this public offering aligns with the City's previously stated priority to redevelop College Square in accordance with long-term downtown goals. The new request for proposals specifically focuses on acceptable uses for the site and may include options such as hospitality or hotel development. However, it should be noted that purpose-built student housing rented by bedroom will not be considered as part of this redevelopment vision.
By proceeding with a public offering, the RDC ensures that all proposals will be evaluated through the same public process. Any direct negotiations will only take place after offers are received and reviewed. Additionally, if a proposal involving hotel development is submitted through the public offering, the RDC will not move forward without coordination with the CIB as part of the convention center planning process.

The College Square site holds a prominent location in downtown Bloomington, and decisions about its future will have a significant impact on surrounding blocks, nearby businesses, and the overall downtown corridor for years to come. The RDC believes that a public offering strikes a balance between downtown redevelopment priorities and fiscal responsibility.
Interested parties have until July 20 to submit their proposals during the public offering period. After this date, the RDC will review all proposals received and consider next steps through its public meeting process. The future of College Square is an important decision that will shape the city's landscape for years to come, and the RDC is committed to making an informed and responsible choice.
