Colorado: Department of Local Affairs Announces New Incentive to Fast-Track More Housing Coloradans Can Afford

STATEWIDE ~ The Colorado Department of Local Affairs (DOLA) has announced new incentive funding for local governments to encourage the implementation of an expedited review process for affordable housing. This initiative, known as Fast Track, aims to help communities meet the growing demand for housing that is within reach for Coloradans.
According to DOLA, local governments must meet the December 31, 2026 deadline in order to remain eligible for Proposition 123 funding in 2027. To incentivize early adoption of Fast Track, DOLA is offering up to $45,000 per local government with no required local match. This funding serves as a catalyst for communities to implement Fast Track ahead of schedule, which can reduce costs and increase predictability for affordable housing developments.
Governor Jared Polis expressed his support for this initiative, stating that communities across the state are taking action to create more affordable housing options. He believes that by supporting these efforts, the state can continue its work towards providing housing options for every budget.
Maria De Cambra, Executive Director of DOLA, also highlighted the momentum that is building as communities work towards streamlining processes and eliminating administrative delays in order to build homes more efficiently. She emphasized DOLA's commitment to supporting local government partners in their shared goal of increasing access to affordable housing.

In addition to the Fast Track incentive, DOLA has opened the spring funding cycle for its Local Planning Capacity (LPC) Grant Program until February 26, 2026. This cycle presents a final opportunity for local governments to secure funding to support Fast Track implementation before the December 31st deadline.
Currently, the LPC program is supporting 119 local governments, which accounts for 55% of all eligible jurisdictions. This funding has been particularly beneficial for rural areas with limited capacity to address housing challenges. By providing resources and technical assistance through consultants or dedicated planners, these areas can successfully implement Fast Track and secure additional funding through Prop 123 programs to meet their housing goals.
DOLA's Fast Track website offers guidance and resources for local governments, including a regularly updated list of all jurisdictions with verified Fast Track policies. This includes links to policy documents and examples from peer communities.
With the deadline approaching, DOLA is urging local governments to take advantage of these incentives and resources in order to make progress towards providing more affordable housing options for Coloradans. By working together, they hope to continue the positive momentum and ultimately make a difference in the lives of residents across the state.
