Published through the IEEE Standards Association Industry Connections program, the paper introduces a human-centered privacy questionnaire that organizations can use now, including for all data systems, including AI systems.
CHICAGO - TelAve -- Debbie Reynolds Consulting LLC today announced the publication of the first public white paper about TRACER, a privacy framework led by Debbie Reynolds through IEEE Industry Connections.
Within IEEE Industry Connections, the activity titled New Foundations of Trust in Digital Communication, Interactions, and Transactions brings together professionals focused on strengthening trust in digital systems. Under New Foundations, Reynolds leads TRACER in collaboration with a multidisciplinary group of privacy, technology, governance, legal, and industry professionals from around the world.
TRACER stands for Transparency, Risks, Accountability, Control, Ethics, and Reliability. The human-centered privacy framework helps organizations identify and fill gaps between privacy laws, regulations, standards, governance models, and technical frameworks.

TRACER is data-focused, technology-agnostic, and legal-agnostic. Organizations across industries and jurisdictions can apply it to any system that collects, uses, shares, stores, or processes data, including artificial intelligence systems.
The first public white paper, "TRACER: Assessment and Readiness Questionnaire for Human-Centered Connected Systems," introduces a practical questionnaire organizations can use to evaluate privacy readiness, identify gaps and risks, and support collaboration among privacy, legal, technical, governance, risk, and business teams.
