Homeless Man Charged with String of Business Burglaries in Naperville

~ Naperville, IL - A homeless man has been charged with six counts of burglary in Naperville, according to DuPage County State's Attorney Robert Berlin and Naperville Chief of Police Jason Arres. Prudencio Ugaban, 54, appeared in First Appearance Court this morning and was released from custody with conditions following his pre-trial detention hearing.
The arrest of Ugaban on September 13, 2025, was the result of an ongoing investigation into a string of burglaries in Naperville. The Naperville Police Department took Ugaban into custody after he was found inside a vehicle with a smashed window in the 1500 block of W. Ogden. Further investigation revealed that Ugaban is suspected of committing six burglaries between July 24, 2025 and September 7, 2025.
According to authorities, the following businesses were targeted by Ugaban during this time period:
- Spice Mart on July 24 at approximately 11:35 p.m.
- Marathon gas station on July 28 at approximately 12:30 a.m.
- Spice Mart on August 15 at approximately 2:11 a.m.
- Ogden Wine and Spirit on August 27 at approximately 4:35 a.m.
- Bombay Chopsticks on September 5 at approximately 4:59 a.m.

State's Attorney Berlin expressed concern over the fact that under the Safe-T-Act, Ugaban was not eligible for detention despite allegedly committing six burglaries within a seven-week span. He emphasized the need for changes to the Act to give judges more discretion in determining pre-trial detention for defendants.
Berlin commended the efforts of the Naperville Police Department in identifying and apprehending Ugaban. He also thanked Assistant State's Attorneys Anna Derkacz and Jennifer Nielsen for their work in preparing a strong case against the defendant.
Chief Arres praised the dedication and hard work of Naperville's officers and detectives, stating that this case is a prime example of their professionalism and persistence paying off. He also expressed gratitude towards State's Attorney Berlin's Office for their collaboration and support in their efforts.
Ugaban's next court appearance is scheduled for October 14, 2025, in front of Judge Joseph Bugos. As conditions of his pre-trial release, he is prohibited from having any contact with Ogden Wine and Spirit, any Marathon gas station, any Bombay Chopsticks, and any Spice Mart.
It is important to note that the charges against Ugaban are merely allegations at this time and he is presumed innocent until proven guilty in a court of law. The government has the burden of proving his guilt beyond a reasonable doubt.
