EAST NORTHPORT, N.Y. - TelAve -- Independent researcher and inventor Paul Samuel Guarino has earned two Awardable designations through the Chief Digital and Artificial Intelligence Office's Tradewinds Solutions Marketplace in 2026, marking a notable milestone for an inventor working outside large corporate or university research institutions.

The two designations recognize technologies developed in distinct technical domains: Project Uriel / Resonant Sight System, a passive space‑domain‑awareness concept, and MTCR‑119 (Möbius Toroidal Coherence Resonator), a concept‑stage resonant field system designed for controlled experimental validation. The common thread across both submissions is an emphasis on unconventional but testable engineering approaches.

Project Uriel is designed to detect and maintain awareness of difficult‑to‑observe orbital objects by analyzing disturbances within ambient signal environments rather than relying solely on conventional reflected‑return sensing. During its Tradewinds assessment, the submission received an Outstanding evaluation and was described as "not an incremental improvement but a completely new detection paradigm."

Guarino's second Awardable designation followed with MTCR‑119, a toroidal resonator architecture using a 119‑element phased system, anti‑periodic field boundary conditions, and recursive phase‑control logic. For MTCR‑119, both evaluators rated "Advancing the State of the Art" as Outstanding. One evaluator noted that its "anti‑periodic boundary conditions, multi‑pass closure, and a self‑monitoring coherence metric constitute a specific proposed method rather than a generic field‑effect assertion."

MTCR‑119 remains a concept‑stage, pre‑prototype design, with proposed performance figures treated as test targets rather than completed hardware measurements.

"What makes these Awardable designations meaningful to me is what they say about independent research and about what someone without institutional backing or traditional technical training can still bring to the table," Guarino said. "A lot of people have doubted me, and I've had to keep going through plenty of people telling me I couldn't or shouldn't be doing this. There is still a long way to go, and it is still an uphill climb. But where I've made it already means something to me. And I hope it says something to anyone else out there wondering whether they should try to build something, pursue an idea, or take a chance on themselves: go for it."
