April 2002 Boeing issued supplier bulletins NADCAP (National Aerospace and Defense Contractors Accreditation Program-Performance Review Institute- heat treatment, welding & non-destructive testing) For over two decades, Boeing has operated without AS 9100 certification, the international aerospace quality standard. Despite this, Boeing demanded through supplier bulletins (July 2002) that its suppliers maintain AS 9100 compliance under ANSI–ANAB's oversight. On both the April & July 2002 Supplier bulletins, Boeing gave up their supplier inspections. Suppliers, would just send in their certifications and parts and Boeing would only go to supplier if need be or need arises. They also said this would reduce redundant inspections which meant Boeing gave up supplier inspections thus redundancy.
Suppliers were forced into an ecosystem that Boeing itself ignored, while Boeing sat on ANSI–ANAB's website-webpage Management Systems Accreditation Committee can grant, suspend, and withdraw certification in essence; deciding the fate of suppliers' certifications. 2003 October – Boeing and ANSI–ANAB mandated on HEADS UP 22- supplier registration in OASIS Online Aerospace System Information Systems run by the IAQG International Aerospace Quality Group who are members on ANSI-ANAB board, enforcing fees and data submission. If a Company refused to join or pay database fees their certification would be taken away.
2009 –Boeing became an FAA agency, gaining authority to self-certify aircraft, new designs, and technologies — including the MCAS system, linked to two crashes and over 300 deaths. Certain Boeing employees were designated dual Boeing/FAA inspectors, yet paid by Boeing. The CEO at the time was effectively an FAA administrator. Federal Laws Broken
1. 18 U.S. Code § 209 – Salary of government officials paid by outside sources
o It is unlawful for federal employees to receive any salary, contribution, or supplement from a private source (ANSI–ANAB) as compensation for their government service.
o DHS and NIST representatives violated this by collecting ANSI–ANAB board payments while serving as federal officials.
2. 18 U.S. Code § 208 – Acts affecting a personal financial interest
o Federal employees must not participate in matters where they have a financial conflict of interest.
o Serving on ANSI–ANAB's board while receiving compensation directly influenced their decision-making.
3. 31 U.S. Code § 1301(a) – Misappropriation of federal funds
o By promoting ANSI–ANAB on DHS's website, a federal agency unlawfully advertised a private concern, giving it special commercial endorsement not permitted under federal appropriations law.
4. OMB Circular A-130 & Federal Ethics Rules
o Explicitly prohibit federal agencies from endorsing private entities through official government channels.
