New Cowichan Valley Regional District Website Wins Gold for Accessible Redesign

The MUSE Creative Awards recognizes Array's work on the CVRD's newly launched website as a global benchmark in government website design.
NANAIMO, British Columbia - TelAve -- The Cowichan Valley Regional District's (CVRD) new website has earned a Gold MUSE Creative Award in the Government Web category, recognizing their commitment to building an accessible, intuitive digital experience for residents across southern Vancouver Island.
Designed and developed by Nanaimo-based marketing agency Array, the website serves over 85,000 residents as the primary access point for essential services including parks, permits, water systems, and emergency information.
"We've taken a big step forward with this redesign. The new site's refreshed design is easier to navigate with enhanced accessibility features" said Cowichan Valley Regional District Board Chair, Kate Segall. "Clear, accessible communication matters. Congratulations to Array and our CVRD team for creating this meaningful improvement for our communities."

Accessibility requirements became the creative catalyst for the project. Colour contrast, typography hierarchy, and interface components were refined to align with Web Content Accessibility Guidelines (WCAG) from the outset.
This commitment evolved into a fully refreshed visual identity system, including a custom iconography and pattern library representing the diversity of communities across the region. Applied consistently across hundreds of pages, the system demonstrates that accessible design and compelling aesthetics can go hand in hand.
"Winning gold is meaningful recognition of the thinking behind the work," said Kristina Crowson, CEO and Marketing Director at Array. "What started as an accessibility-driven redesign evolved into a flexible visual system that has extended across signage, apparel, and other branded materials. It shows how a strong design foundation can scale across an entire brand."
Since launch, the website has received positive feedback from both CVRD staff and residents, particularly for its ease of navigation and improved access to essential services.
