In Dayton, the Dayton Daily News scrutinized City Day Community School after students posted extraordinary state-verified academic gains. The investigation produced no criminal charges, no Ohio Department of Education fraud findings, and no educator license revocations. Yet, according to the WriteBridge™ Documentation Project, the newspaper never issued a public correction acknowledging the school's documented academic record.
The analysis also raises questions about an alleged undisclosed conflict of interest. Rachel Armour, founder of WriteBridge™ and developer of the literacy program implemented at City Day, previously worked at the Dayton Daily News during Riley's leadership period. The report states that Riley later oversaw coverage involving Armour's work without publicly disclosing that prior professional relationship.
The article further compares Riley's Dayton record with his later tenure at the Atlanta Journal-Constitution, where the newspaper's reporting on Atlanta Public Schools helped shape one of the most high-profile education scandals in U.S. history. While the Atlanta case resulted in convictions, the report notes continuing criticism of the use of RICO statutes against educators, questions about erasure-analysis methodology, and concerns that comparable scrutiny was not applied evenly across districts.
