PALM SPRINGS, Calif. - TelAve -- Nestled in the rural military town of Twentynine Palms, California, Palm Vista Elementary School has faced more than its fair share of challenges. With high poverty rates and community struggles such as PTSD, homelessness, and substance abuse, the school once struggled to meet the basic needs of its students.
Years ago, Palm Vista was identified as a school needing urgent support due to low academic performance, staff turnover, and major behavior issues. Classrooms lacked resources, assessments were inconsistent, and students were often disengaged. Staff shortages and a lack of behavioral support systems made things worse.
That all began to change in 2019, when veteran educator Dr. Claudette Onumah stepped in as principal. Under her leadership, the school began a complete transformation.
Dr. Onumah's first priority was addressing student behavior. Using Positive Behavior Intervention Supports (PBIS), she and her team established clear expectations and created tools like classroom "Calm Corners" and a school Wellness Center to help students self-regulate. Professional training for staff helped formalize support systems, resulting in a dramatic drop in behavior referrals—from over 200 in one year to just four in 2024-2025. Suspensions also fell sharply.

Next came academic reform. Dr. Onumah introduced a structured schedule, regular student assessments, and professional development to support data-driven instruction. Intervention supports were expanded, and students began to thrive under high expectations and consistent support. Celebrating growth through awards and events helped boost student confidence and family engagement.
Palm Vista is now preparing for even more positive changes. Project-Based Learning is being introduced in classrooms, and family-focused programs like parenting and literacy classes will begin in the upcoming school year. With the support of a rapidly growing PTO, the school community is stronger than ever.
From one of the lowest-performing schools in the district to a model of success and resilience, Palm Vista's turnaround is nothing short of inspiring. Thanks to Dr. Onumah's leadership and the hard work of dedicated staff, something truly special is happening at Palm Vista—and the future looks bright.
