TechMinds Files CRTC Application Challenging Rogers and Bell Over Wholesale Internet Practices

Independent Canadian ISP calls for regulatory scrutiny of wholesale Internet pricing, capacity charges, fibre installation fees and barriers affecting competition in Canada's telecommunications market.

TORONTO - TelAve -- TechMinds Calls for Fair Wholesale Internet Competition in Canada

TechMinds, an independent Canadian Internet service provider, submitted an application to the Canadian Radio-television and Telecommunications Commission (CRTC) on October 12, 2026, raising concerns about wholesale Internet pricing and installation practices involving Rogers Communications Canada Inc. and Bell Canada.

Rogers Wholesale Pricing

TechMinds asks the CRTC to consider how Rogers' wholesale access and Capacity-Based Billing (CBB) charges affect independent providers competing with retail Internet promotions.

In addition to wholesale charges, independent ISPs must fund equipment, network infrastructure and customer support.

TechMinds believes the combined costs can create significant barriers to competition.

Bell Fibre Installation and Remote Activation

Bell Canada's CRTC-approved wholesale fibre installation charges are $240.86 with a technician site visit and $10.46 without one.

TechMinds reports that Bell's wholesale ordering portal does not offer an accessible remote activation option in certain situations where an existing fibre connection and Optical Network Terminal (ONT) are already installed.

The company asks the CRTC to examine whether technician visits are necessary in these cases and whether remote activation options could be made available when technically feasible.

TechMinds also raises concerns about the competitive impact of retail promotions and free installation advertised by Bell and its EBOX brand, compared with costs faced by wholesale customers. Bell also owns Distributel.

Protecting Canadian Consumers and Independent ISPs

TechMinds supports affordable Internet services and is not asking the CRTC to restrict retail discounts.

Instead, the company seeks fair, transparent wholesale conditions that allow independent providers to compete and give Canadians meaningful choice.

The CRTC has acknowledged receipt of TechMinds' application. No finding of wrongdoing has been made against Rogers or Bell.
