Texas: Governor Abbott Amends, Renews Flooding Disaster Proclamation In June 2026

~ Governor Greg Abbott of Texas has declared a state of disaster in 31 counties due to heavy rainfall and flash flooding that occurred on July 2, 2025. The disaster proclamation, which was initially issued on July 4, 2025 and subsequently amended and renewed, certifies that the severe weather event caused widespread property damage, injuries, and loss of life.
The affected counties include Bandera, Bexar, Burnet, Caldwell, Coke, Comal, Concho, Edwards, Gillespie, Guadalupe, Hamilton, Kendall, Kerr, Kimble, Kinney, Lampasas, Llano, Mason,Maverick,Mcculloch,Menard,
Real,
Reeves,
San Saba,
Schleicher,
Sutton,
Tom Green,
Travis,
Uvalde,and Williamson.
In accordance with Section 418.014 of the Texas Government Code,Governor Abbott has amended and renewed the proclamation and declared a disaster in these counties. He has also authorized the use of all available resources from state government and political subdivisions to cope with the disaster under Section 418.017 of the Texas Government Code.

To ensure swift response to the disaster,Governor Abbott has suspended any regulatory statutes or orders that may hinder necessary actions in coping with the situation under Section 418.016 of the Texas Government Code. This includes suspending statutes such as Sections 264.514 and 264.515 of the Texas Family Code and Articles 49.04 ,49.05 ,49.10 ,and 49.25 of the Texas Code of Criminal Procedure that could delay or prevent the transfer of bodies to families.
Furthermore,Governor Abbott has authorized the suspension of any state statutes or administrative rules regarding contracting or procurement if they impede emergency response efforts by state agencies to protect life or property threatened by this declared disaster.
As per statutory requirements,copies of this proclamation have been filed with the appropriate authorities. The Governor's proclamation can be viewed on the official website.
This declaration of disaster is effective immediately and will remain in effect until further notice. Governor Abbott has signed and officially caused the Seal of State to be affixed at his office in the City of Austin, Texas on June 16, 2026.
The Secretary of State, Jane Nelson, has attested to this proclamation. The Governor's actions aim to provide necessary resources and support to the affected counties and ensure a swift response to the disaster.
