Texas: Governor Abbott Reappoints Four To School Land Board

~ In a recent announcement, Governor Greg Abbott has reappointed four individuals to the School Land Board for terms set to expire in 2027. The Board is responsible for managing the acquisition, sale, and mineral leasing of lands that make up the Permanent School Fund, which contributes billions of dollars annually to public education in Texas.

One of the reappointed members is Gilbert "Gil" Burciaga from Austin. Burciaga is the co-founder and board member of ARM Energy, LLC. He also serves on the board of TruCare Pregnancy Center in Austin and the Adaptive Sports Center in Crested Butte, CO. Burciaga has been a gubernatorial appointee on the School Land Board since 2015 and holds a Bachelor of Science degree from Texas A&M University.

Marcella Burke from Houston has also been reappointed to the Board. She is the founder and managing partner of Burke Law Group PLLC and has previously managed legal teams for both the U.S. Environmental Protection Agency and U.S. Department of the Interior. Burke's impressive resume also includes clerking for Justice Don Willett on the Texas Supreme Court and externing for four different state and federal appellate judges. She currently holds leadership roles with various organizations such as State Bar of Texas Environmental Division, Foundation for Natural Resources and Energy Law, and Institute for Energy Law. Burke received her Bachelor of Arts degree from Texas A&M University and her Juris Doctor from University of Houston Law Center, as well as two fellowships in Constitutional Law from Claremont Institute and James Wilson Institute.

Brad Curlee from Round Rock is another member who has been reappointed to the School Land Board. Curlee recently retired as banking center president for Prosperity Bank and is an active member of Rotary Club of Georgetown where he served as past president. He was also awarded Volunteer of the Year by Georgetown Chamber of Commerce in 2025. Curlee holds a Bachelor of Business Administration in Finance from The University of Texas at Austin.

The final reappointed member is David Eyler from Midland. Eyler is the owner and general partner of Milagro Resources, LP and is a member of the American Association of Petroleum Geologists. He has also served as national president for the Society of Independent Professional Earth Scientists. In addition, Eyler has been involved with various organizations such as Sibley Nature Center, Permian Basin Petroleum Museum Pioneers, and Midland Chapter of the FBI National Citizens Academy Alumni Association. He received his Bachelor of Science in Geology from Miami University of Ohio.
