LOS ANGELES - TelAve -- TitleChain Foundation today announced an open call for developers, legal and title professionals, public-sector practitioners, preservation specialists, engineers, registered transfer agents, service providers, researchers and capital partners to help build and test, a proposed public-commons reference transaction for modernizing real-world asset transfer.

The first reference asset is the Federal Building and U.S. Courthouse at 312 N. Spring Street in Los Angeles, a 751,791-square-foot federal property currently listed by the U.S. General Services Administration among assets identified for accelerated disposition.

The proposed framework separates public fee title, operating and rehabilitation rights, capital rights, community participation and any future securities interests. It does not assume that TitleChain Foundation, People's Public Trust or another private entity currently owns or has been awarded the property.

TitleChain provides the transaction-state and evidence layer. M5Canon applies deterministic authority and policy gates. AI may help classify, score, route and explain information, but it does not independently transfer title, release material capital or replace government approvals, executed instruments or authorized human decisions.

PPT-EZ-CA-0001 will also serve as Reference Transaction 0001 for an open benchmark measuring transaction time, human coordination hours, third-party services, model calls, capital carrying costs, exceptions and total friction. Current efficiency figures are programmed targets to be tested, not claimed results.

The work comes as the U.S. Securities and Exchange Commission considers proposed modernization of registered transfer-agent rules, including electronic recordkeeping and communications. The reference project will keep the real-property title rail distinct from any securities rail while showing how both can be represented inside one auditable rights-and-authority graph.

TitleChain Foundation is seeking contributors across open-source development, W3C identity and credentials, privacy and zero-knowledge systems, real estate, title and escrow, historic preservation, environmental remediation, construction, public finance, Historic Tax Credits, New Markets Tax Credits, community development, cooperative structures, transfer-agent infrastructure and institutional capital.

The public commons will contain the standards, draft transaction documents, benchmark methodology, schemas and implementation work so contributors can review, challenge, fork, test and improve the system.

"This is not about handing public assets to AI," said Pamela Norton, founder of TitleChain Foundation. "It is about using code and intelligence to remove unnecessary friction while keeping lawful authority with people."

PPT-EZ-CA-0001 is a proposed TitleChain Foundation project designation, not an official State of California economic-zone designation. No conveyance of 312 N.
