• Chairman of the International Accreditation Forum (IAF), incorporated in Delaware
• Chief Executive of the China National Accreditation Service (CNAS) in Beijing
• Architect of CERTSEARCH, a global industrial data‑harvesting platform

Under China's National Intelligence Law Article 7, (June 27, 2017) Xiao Jianhua was legally obligated to provide data and cooperation to Chinese intelligence agencies.

Yet during his tenure, the U.S. government, U.S. corporations, and U.S. regulators continued to rely on the IAF — unaware or unwilling to acknowledge that its top leadership was under mandatory Chinese state control.

THE 2016 INFLECTION POINT — AND GUBERMAN'S REFUSAL

He refused.

The growing Chinese influence, the un‑American governance structure, and the later merging of IAF and ILAC (January 2026) into a globalized accreditation super‑entity (GLOBAC-Global Accreditation Cooperation) dominated by Beijing.

His refusal would later prove prophetic.

THE 2018 STATE DEPARTMENT CONTRACT — THE FIRST FRAUD

In 2018, the U.S. State Department issued Contract 19AQMM18R0131, which:

• Falsely described ANAB as an "underwriter" for the IAF
• Used a defunct accreditation identity ("ANSI‑ASQ National Accreditation Board")
• Required ANAB accreditation exclusively, despite IAF being under Chinese leadership
• Relied on a governance structure controlled by a Chinese national bound to Article 7
• DOS invited China into the United States Government with open-arms.

No such "underwriter" role exists in global accreditation.

ANAB cannot legally act as one.

And the accreditation identity used in the contract had ceased to exist in 2014.

This was the first federal contract to expose the infiltration.

THE 2025 DOJ CONTRACT — THE SECOND FRAUD

In 2025, the U.S. Department of Justice executed Contract 15F06725C0000139, which:

• Repeated the same defunct accreditation identity
• Repeated the same structural error
• Again required ANAB accreditation exclusively
• Again relied on the IAF structure that had been under Chinese control during the preceding years

This second contract confirmed a federal pattern, not an isolated mistake.

Together, the 2018 and 2025 contracts form a two‑administration, two‑agency, multi‑year chain of accreditation fraud — all traceable to the period when the IAF was under Chinese leadership.
