Africa Does Not Need More Advice. It Needs More Outcomes

African governments receive endless advice. The more important question is: What are they trying to accomplish, and what is preventing them from getting there?
WASHINGTON - TelAve -- African governments receive an enormous amount of outside advice.
But strategic engagement should begin with a simpler question:
What is the government actually trying to accomplish?
"Attracting investment" is not a specific objective.
Does the government want manufacturing? Mineral processing? Infrastructure financing? Technology transfer? Access to a new market? A strategic investor? A stronger international relationship?
The destination matters because it determines the strategy.
FROM PROBLEMS TO OUTCOMES
Outside advisers can identify political risk, investor concerns, regulatory weaknesses, international perception and geopolitical pressures.
Those observations may be correct.
But identifying problems is different from solving the problem that matters.
If a government's objective is attracting a particular industry, the useful questions become:

What is preventing investors from entering?
Who influences their decisions?
What concerns are stopping them?
Who is competing for the same investment?
What must change to produce the desired outcome?
Now advisory work becomes practical.
OBJECTIVE FIRST. DIAGNOSIS SECOND.
Governments should not have to fit their objectives into an adviser's predetermined service menu.
Strategic advisory should work more like diagnosis:
Objective first.
Diagnosis second.
Intervention third.
The solution may involve investment, diplomacy, perception, negotiations, commercial relationships or several simultaneously.
The service should follow the objective — not the other way around.
AFRICA'S LEVERAGE
Global competition for African minerals, energy, infrastructure and markets is accelerating.
That creates leverage.
But possessing valuable resources and converting them into national advantage are different things.
Instead of asking only:
"Who wants our resources?"
Governments can ask:
"What do we want because the world wants our resources?"
Employment?
Infrastructure?
Domestic processing?

Strategic relationships?
Different governments will choose different outcomes. An outside adviser should not choose for them.
A DIFFERENT ADVISORY RELATIONSHIP
