• Chief Executive role at the China National Accreditation Services (CNAS)

Under China's National Intelligence Law (Article 7), Xiao was mandated to extract technical data for Beijing.

Guberman also reveals a critical piece of evidence: a letter from the Vice President of ANAB and the Chairman of the International Accreditation Forum (IAF) March 2014. In this letter, they declared that all multiregional, multilateral, internationally equivalent bodies — are equivalent to ANAB — operated under the umbrella, mantra "Certified Once, Accepted Everywhere."

This mantra collapsed after the failure of U.S. Department of State Contract 19AQMM18R0131, where ANAB claimed to be an underwriter. The contracting officer for the DOS, responded that the government would only accept ANAB/IAF, even though IAF was controlled at that time by Chinese national Xiao Jianhua (2015-2021), who was mandated under China's National Intelligence Law, Article 7 in 2017, to extract data for Beijing.
