~ Bloomington City Takes Action Against Noncompliant Permanent Supportive Housing Complex

The City of Bloomington has announced that it will be stepping up enforcement efforts at Crawford Apartments, a Permanent Supportive Housing complex designed to serve individuals exiting unsheltered homelessness. This decision comes after the property owners, Continental and Beacon, failed to complete a required compliance checklist by the August 1 deadline.

According to city officials, this failure to comply with the agreed-upon terms of their contract constitutes a breach of contract and adds to previous violations. The city believes that intervention is necessary in order to protect the health, safety, and long-term viability of the site.

In line with their principles and legal obligations to federal partners, the City of Bloomington is pursuing all available avenues to bring Crawford Apartments into full compliance with local and federal standards. While the physical conditions of the units are a major concern, equally important is the development and delivery of a robust supportive services plan. This is considered a non-negotiable element for maintaining long-term habitability and Title 16 compliance for both Crawford I and II. Without these services, even well-maintained units are at risk for repeated damage and deterioration.

The current enforcement action addresses both components: the continued noncompliant physical conditions of the property and the insufficient delivery of services necessary to support residents.

It should be noted that Crawford Apartments has been facing structural, behavioral, and staffing challenges prior to this current administration. However, since April 2024, Mayor Kerry Thomson's administration has been actively engaged with the property owner and service provider in an effort to identify corrective actions. This has included multiple meetings, site inspections, technical support, and formal communications in an attempt to restore standards.

While there has been some progress made by Continental Management in reinvesting in building and unit repairs, it was determined that they have not yet reached full compliance. In addition, Beacon has recently implemented resident meetings and weekly in-home case management for residents to improve housing fidelity. Despite these efforts, the August 1 deadline was missed, leading to a formal suit being filed in June 2025. The city has reiterated its expectations in follow-up communication and held a multi-agency meeting on August 5 with Continental, Beacon, and Cinnaire to review outstanding obligations and determine next steps.

In addition to taking legal steps, the City of Bloomington has also directly communicated with the Beacon Board of Directors through a letter, highlighting the expectations that were agreed upon by all parties.

In response to these developments, Mayor Kerry Thomson issued a statement emphasizing the city's commitment to ensuring the success of Crawford Apartments as both a physical structure and a place where people can heal and stabilize. She stated that when supportive services are weak or missing, it leads to predictable outcomes such as damaged units and failed residents.

Mayor Thomson also stressed the importance of meeting contractual obligations with federal partners in order to maintain standards. She stated that failing to do so not only jeopardizes this project but also puts future funding and partner agencies at risk. The mayor made it clear that this is not a risk they are willing to take.

She further emphasized that there is still a path forward but it requires all partners involved to take ownership of their roles and responsibilities. The city's primary responsibility is towards the residents who call Crawford Apartments home. Mayor Thomson expressed her belief in the promise of supportive housing and stated that Bloomington must uphold its commitment to those exiting unsheltered homelessness.
