Rebecca Franklin, a resident of Sacramento, has been appointed as the Chief Deputy Director of the California Housing Finance Agency. She has been serving as the Director of Enterprise Risk Management and Compliance at the agency since 2020. With over a decade of experience in various positions within state agencies such as the California State Compensation Insurance Fund and the California Public Employees' Retirement System, Franklin brings a wealth of knowledge and expertise to her new role. She holds a Doctor of Education degree in Educational and Organizational Leadership from the University of the Pacific.

Stephen Smith, from Gasquet, has been appointed as Warden at Pelican Bay State Prison. He has been serving as Acting Warden since 2022 and has held multiple positions at Substance Abuse Training Facility since 1997. Smith also served in the United States Army from 1992 to 1996. With his extensive experience in corrections and leadership roles within state prisons, Smith is well-equipped to take on this new position.

Stephanie Ruiz, a resident of Fresno, has been appointed to the San Joaquin River Conservancy. She currently serves as a Climate Action Corps Fellow at California Climate Action Corps and has previous experience working with organizations such as the United States Department of Agriculture and Fresno City College Upward Bound program. Ruiz holds a Bachelor of Science degree in Environmental Sciences from California State University, Fresno.

These appointments do not require Senate confirmation and come with varying compensations. Franklin will receive $196,476 for her role while Smith will receive $187,884. Ruiz will receive $75 per diem for her position on the San Joaquin River Conservancy. All three appointees have been registered with their respective political parties.
