City Council Presented With 'Tacoma 2035'

~ The City Council of Tacoma was presented with the Tacoma 2035 strategic framework on November 18, 2025. The framework, developed by the City of Tacoma's Center for Strategic Priorities, aims to build upon the lessons learned from the previous Tacoma 2025 strategic plan. Once finalized and adopted, it will serve as a guide for all City work under four core values and six goal areas.
At the heart of the Tacoma 2035 strategic framework is an ambitious vision statement for the city's future: "Tacoma is safe, housed, connected, working, sustainable, and thriving." This vision is supported by a focused mission statement that outlines the City's role in providing high-quality municipal services to enhance the lives of all Tacoma community members.
To achieve this vision and mission, the Tacoma 2035 strategic framework will be guided by four core values. These include belief and trust in serving the community with integrity and excellence, fiscal responsibility in all decision-making processes, providing access, opportunity, and belonging to all community members in pursuit of their goals and potential, and maintaining resilience in times of challenges such as climate change or financial crises.

The six goal areas outlined within the Tacoma 2035 strategic framework are built upon existing City Council priorities. These include community safety which goes beyond traditional police and fire services to create safe places and neighborhoods while also supporting specific populations and promoting community healing. The goal area of housing and homelessness addresses a range of housing needs from immediate shelter to affordable housing development through various supports such as zoning changes.
Transportation and mobility are also key focus areas within the Tacoma 2035 strategic framework. This includes creating a multimodal city with high-quality roads, bike lanes, sidewalks, crosswalks, and intersections to promote easy access to daily needs. The goal is to achieve "15-minute neighborhoods" where residents can easily reach their destinations while also striving for zero traffic deaths or injuries.
The framework also addresses the city's economy and job market, aiming to support existing workers and businesses while also attracting new jobs and businesses to Tacoma. This includes investing in workforce development, increasing livable wage jobs, and providing support for businesses to thrive.

In light of the growing concerns about climate change, the Tacoma 2035 strategic framework also includes a goal area focused on protecting the environment. This includes adapting to and mitigating the effects of climate change through utilities such as solid waste, stormwater, and wastewater management. The goal is to protect the health of Puget Sound, reduce urban heat islands, adapt to sea-level rise, and decrease air pollutants.
Lastly, the framework recognizes the importance of placemaking and experiences in making Tacoma a unique and vibrant city. This includes preserving historic buildings, promoting art and cultural events, and celebrating Tacoma's diverse history across different communities.
