City of Bloomington Releases Comprehensive Report on Housing and Homelessness

~ The City of Bloomington has released a comprehensive report detailing their efforts to address homelessness and the changing housing landscape, while also prioritizing public safety and quality of life for all residents, businesses, and visitors. The report, which was released by the Thomson administration, summarizes the work that has been done since Mayor Kerry Thomson took office in 2024.
One of the key focuses of the report is on investments in affordable housing and prevention measures. The city has also provided support to local shelters and service providers, as well as conducting daily field operations to ensure that public spaces remain functional. Additionally, there have been efforts to rebuild public safety capacity and expand non-police crisis response.
According to Mayor Thomson, homelessness is a complex issue that is intertwined with other factors such as housing supply and behavioral health. She stated, "This report shows where we have taken meaningful action, where systems are still strained, and how we are working with partners to create pathways to stability while keeping Bloomington safe, welcoming, and functional for everyone."

The report is organized into six major areas of work that outline the city's approach to addressing homelessness. These include preventing homelessness by expanding housing options and stabilizing existing homes, supporting shelters and frontline providers through funding and coordination efforts, addressing short-term impacts through clean-ups and business assistance, bolstering public safety by rebuilding police capacity and expanding non-police crisis response teams, co-creating solutions with nonprofits, faith partners, businesses, and regional jurisdictions, and investing in economic development for long-term alignment of jobs, housing, and revenue.
It is noted in the report that one-time federal American Rescue Plan Act funding has played a role in these efforts. However, there is also an emphasis on building durable systems and partnerships that will continue after these funds expire in 2027.

She stated that this requires persistence, coordination, and clarity about what the city can and cannot do alone.
