Council Supports Proposal to Create Committee Focused on Retaining Young Adults in Boston

~ In a move to address the growing concern of young adults leaving the city, Councilors Flynn and Murphy have introduced a resolution to establish a committee focused on maintaining and attracting young adults to the City of Boston.
The resolution highlights the crucial role that young adults play in both the community and economy of Boston. It also notes that cities across the country experienced revitalization in the 1980s due to industry growth and improved networking opportunities among young residents. Additionally, it acknowledges that many students from around the world choose to stay in Boston after graduation to begin their careers and establish roots.
However, recent trends have shown a shift in this pattern. The COVID-19 pandemic has accelerated migration out of cities for both younger and older residents. This has been further reinforced by rising costs of living, a lack of affordable housing, and employment challenges.

According to data from the 2026 Young Residents Survey conducted by the Greater Boston Chamber of Commerce Foundation, 26% of residents in their 20s and 30s are likely to leave Boston within five years. The survey also revealed that job opportunities, affordability, and public safety were key factors influencing their decision to stay.
The resolution also cites labor and housing data, including an increase in unemployment among college graduates aged 22-27. Survey responses also indicated challenges in securing employment. Furthermore, there has been a decline in housing production in Boston over recent years, with reduced housing approvals between 2020 and 2025. This puts Boston behind its peer cities in terms of housing production.
Recognizing that millennials and Gen Z will face evolving challenges such as artificial intelligence regulation and digital dependency, the resolution emphasizes the importance of studying strategies to maintain and attract young people. It calls for the creation of a committee composed of young adult residents, business professionals, and City leaders to focus on retaining and attracting young adults to Boston.
With this resolution, Councilors Flynn and Murphy hope to address the concerns of young adults and ensure that Boston remains an attractive and thriving city for generations to come.
