Governor Abbott Names Foster Chair, Appoints McCall To Texas Parks And Wildlife Commission

~ In a recent announcement, Governor Greg Abbott has appointed John A. McCall Jr., O.D. to the Texas Parks and Wildlife Commission for a term that will expire on February 1, 2031. Along with this appointment, the Governor has also named Paul Foster as the chair of the Commission.

The Texas Parks and Wildlife Commission is responsible for managing and conserving the natural and cultural resources of Texas. They also provide opportunities for hunting, fishing, and outdoor recreation for both present and future generations.

John A. McCall Jr., O.D., hailing from Crockett, brings a wealth of experience to his new role on the Commission. He is currently the senior vice president and co-founder of Vision Source, as well as the owner of Crockett Eye Clinic. In addition, he is also a co-founder and co-owner of Logansport Surgical Center and founder and owner of Stealth Vision Optics and Rifles.

McCall's impressive resume also includes serving as acting chairman at the end of his six-year term on the Board of Regents for the University of Houston (UH) System. He was recognized as Outstanding Alumni of the Year by UH and has previously held positions such as city councilman and mayor in his hometown.

Furthermore, McCall is currently serving as president of the American Academy of Optometric Medicine and Surgery. He has also held leadership roles in organizations such as the American Optometric Association and Texas Optometric Association, where he received awards such as Young O.D. of the Year, O.D. of the Year, and Distinguished Service Award. McCall holds a Bachelor of Science degree and a Doctorate in Optometry from UH.

Joining McCall on the Commission is Paul Foster from El Paso who has been appointed as chair by Governor Abbott. Foster brings with him an impressive background in business, having founded Franklin Mountain Investments LLC (FMI) where he serves as CEO and director. FMI's affiliates include Franklin Mountain Capital, Franklin Mountain Energy, Franklin Mountain Industrial, and Franklin Mountain Property Services.

Foster has been a commissioner for the Texas Parks and Wildlife Commission since 2021 and has previously held positions such as director of the National Petroleum Refiners Association and the Western Petroleum Marketers Association. He has also served as chairman of The University of Texas (UT) Investment Management Company and the UT System Board of Regents.

In addition to his business ventures, Foster has also been involved in various boards and committees such as the UT System University Lands Advisory Board, the Texas Higher Education Coordinating Board, the Texas Economic Development Corporation Board of Directors, and the El Paso Branch of the Dallas Federal Reserve Bank. He is also a member of the board of Baylor College of Medicine, serves on the Borderplex Alliance Executive Committee, and is a member of the World Presidents Organization. Foster holds a Bachelor of Business Administration in Accounting from Baylor University.

With these two appointments, Governor Abbott has chosen individuals with extensive experience and expertise to lead the Texas Parks and Wildlife Commission in managing and preserving the natural resources of Texas for generations to come.
