Governor Polis Marks Dobbs Anniversary: While Other States Restrict Healthcare Colorado Strengthens Access
TelAve News/10899579
DENVER ~ On this day four years ago, the United States Supreme Court made a decision that would have a lasting impact on the reproductive rights of Americans. In a 5-4 ruling, the court overturned Roe v. Wade, a landmark case that had protected a woman's right to choose for over 50 years. This decision not only stripped individuals of their right to make personal healthcare decisions, but it also inserted government control into one of the most private and intimate aspects of life.
Governor Jared Polis of Colorado recognizes the significance of this anniversary and the importance of protecting reproductive rights. In a statement released today, he emphasized Colorado's commitment to ensuring every Coloradan has access to safe, legal, and protected reproductive healthcare. He also highlighted the state's stance as a beacon of personal freedom, where individual rights are guaranteed and not rolled back.
Governor Polis has taken several actions to protect and expand reproductive health care access for all Coloradans. One notable action is the passing of Amendment 79 in 2024, which enshrined the right to abortion directly into the state constitution. This move reinforced Colorado's commitment to protecting reproductive rights.

In addition to this amendment, Governor Polis has implemented various measures aimed at safeguarding reproductive healthcare in Colorado. These include:
- Abortion Medication Access on College Campuses (HB26-1335): This law requires public and private higher education institutions with student health centers to provide on-site abortion medication by 2026.
- Coverage for Pregnancy-Related Services (SB25-183): This law implements Amendment 79 and protects the right to an abortion in Colorado's constitution by 2025.
- Legally Protected Health-Care Activity Protections (SB25-129): This law enhances protections for abortion and gender-affirming care by 2025.
- Protections for Accessing Reproductive Health Care (SB23-188): This law protects healthcare providers from discrimination and adverse actions for providing or assisting in the provision of legal healthcare in Colorado by 2023.
- Increasing Access to Reproductive Health Care (SB23-189): This law expands access to reproductive health care services in both commercial insurance and Medicaid by 2023.
- Deceptive Trade Practice Pregnancy-Related Service (SB23-190): This law makes it a deceptive trade practice to advertise for abortions, emergency contraceptives, or referrals for these services when a provider does not offer them by 2023.

- Reproductive Health Equity Act (HB22-1279): This law codifies an individual's fundamental right to make their own reproductive health care choices, including the right to an abortion by 2022.
- Reproductive Health Care Program (SB21-009): This law expands coverage for family planning services through the Emergency Medicaid Services benefit for eligible individuals by 2021.
- Protection Of Pregnant People In Perinatal Period (SB21 -193): This law establishes standards in perinatal care for pregnant people and expands oversight of maternity care by 2021.
Governor Polis has also issued two executive orders aimed at protecting access to reproductive health care. Executive Order D 2022 032 directs state agencies and departments managed by Governor-appointed executives to protect access to reproductive health care within their authority under the law. Executive Order D 2022 021 declares a disaster emergency due to the nationwide infant formula shortage and provides emergency funds for the free distribution of donor human milk across Colorado through a partnership with Mothers' Milk Bank through Rocky Mountain Children's Health Foundation.
In conclusion, while some states have put personal healthcare decisions in the hands of politicians, Colorado stands out as a state that enshrines a woman's right to choose, protects access to healthcare, and ensures that this personal decision is made between an individual and their doctor, not the government. With Governor Polis's actions and the support of Colorado voters, the state continues to set the standard for reproductive rights and personal freedom.
