Juneau: Flood Solutions, Survey Results on Agenda for February 23 Committee of the Whole Meeting

~ The City and Borough of Juneau (CBJ) Assembly is set to convene for their Committee of the Whole (COW) meeting on Monday, February 23 at 6 p.m. During this meeting, the Assembly will discuss updates and next steps on several major community priorities, projects, and conversations.

One of the key topics on the agenda is Glacial Lake Outburst Flood (GLOF) solutions. The meeting will include an update on the proposed Lake Tap tunnel, which was identified as the preferred engineering solution following a recent charrette hosted by the U.S. Army Corps of Engineers (USACE). This solution aims to provide enduring mitigation of GLOF risk in the Mendenhall Valley. CBJ will present the evaluation criteria that led to this solution's selection. According to USACE estimates, without additional mitigation measures, a future maximum potential GLOF release could impact over 2,800 properties in the Valley.

In addition to this update, CBJ will also provide information on the Phase 2 HESCO barrier flood-fighting project funded by USACE. They will also review the results of an informal poll conducted among View Drive residents regarding the Emergency Watershed Protection buyout program.

Moving on from GLOF-related topics, the COW agenda will also include a status update and discussion of Assembly priorities for a developer solicitation (Request for Quote or RFQ) for Telephone Hill. The ongoing Seawalk project will also be discussed along with next steps. Rain Coast Data will present their findings from a recent CBJ budget priorities survey.

Apart from this important COW meeting, Monday is a full day of discussions for the Assembly. The Assembly Public Works and Facilities Committee will meet at 12:10 p.m. to discuss water utility repairs, a Recycling Center update, and potential actions to address Juneau's solid waste challenges.

Later in the day, the Assembly Lands, Housing, & Economic Development Committee will meet at 5 p.m. to discuss the future of the City Hall building at 155 Heritage Way and a proposal to adopt a 10% excise tax on peer-to-peer vehicles within half a mile of a cruise ship dock.

While assembly committee meetings do not include public testimony, residents are encouraged to share their input by emailing the assembly or testifying at an upcoming Regular Assembly Meeting.
