These guidelines suggest that a vehicle may be presumed to qualify when the same issue has been repaired multiple times without success or when the vehicle has been out of service for an extended period, and this may include multiple repair attempts for the same defect, commonly interpreted as two attempts for serious safety defects or four attempts for the same non-safety issue, or a cumulative total of approximately thirty days in the repair shop, although these benchmarks are not strict requirements and each case is evaluated based on its specific facts.
