Mesa: Public Comment Period Begins for Annual Action Plan

~ Mesa residents have the opportunity to voice their opinions on how the City distributes federal funds to local community programs. The City of Mesa has opened a public comment period for its proposed Fiscal Year 2026/2027 Annual Action Plan, which will remain open until Thursday, April 30, 2026.
The Annual Action Plan outlines specific activities that are recommended for funding under the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships (HOME) programs. These funds are used for public services, community programs, and housing and community development activities that benefit low and moderate-income residents. The plan also includes the City's Human Services programs, which receive funding from the General Fund and contributions from the ABC: A Better Community Program.
The proposed plan for FY 2026/2027 includes the use of CDBG, HOME, and ESG funds in accordance with the City's Five-Year Consolidated Plan. Approximately $3,675,410 in CDBG entitlement funds, $340,016 in ESG entitlement funds, $1,293,065 in HOME entitlement funds, and $5,325,339 in HOME reprogrammed funds are expected to be allocated. A complete list of all projects proposed for funding can be found online.

The Five-Year Consolidated Plan outlines Mesa's housing and non-housing community development needs and priorities over a five-year period from 2025-2029. The proposed Annual Action Plan is consistent with this plan and is available for public review at the Housing and Community Development office located at 200 S. Center St., Bldg. 1 Mesa, AZ or on their website.
Written comments can be submitted to Michelle Albanese at the Community Services Department of the City of Mesa via mail at P.O. Box 1466 Mesa, AZ 85211-1466 or through email at COMCDPublicComment@mesaaz.gov. All comments must be received by 6 p.m. on April 30, 2026, to be considered.
The City Council is scheduled to vote on the funding recommendations at their meeting on May 4, 2026. The City of Mesa will then submit the documents to HUD by the established due dates. The fiscal year for 2026/2027 begins on July 1, 2026.
Mesa has been a participant in the federal CDBG Program for 48 years, ESG Program for 36 years, and HOME Program for 32 years. Over $106 million in federal funds have been received by Mesa to provide essential services for low to moderate-income individuals whose income falls below 80% of the area median income (AMI). This public comment period allows residents to have a say in how these funds are allocated and used within their community.
