CHICAGO - TelAve -- Nelcielo Mobility Holdings NFP today announced the formation of the Velocity RAM Fund, an infrastructure catalyst activation platform designed to support the development of the cornerstone multi-operator UAM locations in the safe deployment Urban Air Mobility (UAM), autonomous ground systems, and intelligent transportation infrastructure.

The initiative is being organized around a 'defined' sector-based activation model intended to refined and activate the governance, operational readiness, data frameworks, and stakeholder coordination necessary for future advanced mobility operations. Capital formation activities are currently underway with prospective strategic, infrastructure, and institutional partners.

The Infrastructure Gap
While aircraft, autonomous vehicles, artificial intelligence, and digital transportation systems continue to advance rapidly, cities cannot fully participate without the operational framework required to safely coordinate, govern, monitor, and measure these technologies at scale.

The challenge is the absence of an operational environment where public agencies, infrastructure owners, operators, emergency services, businesses, and communities can participate under a common governance framework.

The Velocity RAM Fund Initiative was developed to address that gap.

The objective is to establish a verifiable operating environment capable of supporting future mobility services while creating measurable economic and civic value for participating communities. The platform is designed to connect to CityAPIs, to provide a common operational picture for participating stakeholders while supporting planning, readiness measurement, infrastructure coordination, and operational governance activities.

Nelcielo argues that readiness infrastructure should be established before widespread operational demand emerges, allowing communities to participate from a position of preparation rather than reaction.
