~ New Rochelle City Manager Wilfredo Melendez, P.E. has announced a series of key staff appointments that will strengthen his senior administration and enhance the city's ability to achieve its goals and priorities. The appointments include Todd Castaldo as Deputy City Manager, Alvaro Alfonzo-Larrain, P.E. as Public Works Commissioner, Michelle Oliveros as Human Resources Commissioner, and Kim Jones as City Clerk.

In a statement, City Manager Melendez expressed his excitement about the new additions to the core leadership team. He praised each individual for their unique blend of experience and expertise and their shared commitment to excellence and dedication to serving the community.

Todd Castaldo joins the city after nearly a decade in the private sector as a Project Controller for a national contracting firm. Since joining the city in March 2019, he has held various key roles in the Departments of Development and Finance. As Operations Manager for the Department of Development, he oversaw parking operations and housing programs such as Section 8 CDBG and HOME. He also managed the department's budget and coordinated with other departments on capital budget projects. In his most recent role as Assistant to the City Manager, Castaldo demonstrated his passion for advancing New Rochelle.

Alvaro Alfonzo-Larrain, P.E., who has been serving as Deputy Commissioner of Public Works since May 2023, brings over 15 years of experience from both private engineering firms in the United States and Venezuela. He joined the city in February 2020 as City Engineer, where he oversaw engineering department functions and staff while managing design and construction projects for capital improvements. With his technical expertise and leadership skills, Alfonzo-Larrain is expected to make significant contributions to the Department of Public Works.

Michelle Oliveros has been with the city for over 28 years in various strategic roles. She started her career with New Rochelle Youth Bureau in 1996 and has since served in increasing capacities, overseeing employment programs, initiatives, and intergenerational programming at the Hugh Doyle Senior Center. In 2018, she was appointed City Clerk and has also been serving as Interim Human Resources Commissioner since 2023. With her extensive experience and knowledge of the city's personnel, Oliveros is well-equipped to ensure that the organization is properly trained, supported, and compliant with employment laws.

Kim Jones brings decades of corporate management and administrative experience from top firms in New York City to her new role as City Clerk. Her previous roles at Mazars, LLP and JP Morgan Chase included managing tax assignments for accountants based on their skill set and serving as an HR liaison for the Tax Department. Jones made the transition to city government during the pandemic, citing a desire for a more meaningful career in her hometown of New Rochelle. Her organizational skills will be valuable in ensuring efficient operations in this key office.
