Pinnacle Tech Projects Launches Project Starfish, Open-Source Governance for AI Agents

The Canadian, Apache-2.0 platform enforces deny-by-default policy controls on autonomous AI agents, giving organizations verifiable oversight without enterprise-scale compliance budgets.
BARRIE, Ontario - TelAve -- BARRIE, Ontario — Pinnacle Tech Projects today announced Project Starfish, an open-source governance layer that controls what autonomous AI agents are allowed to do before they act. Built in Canada and released under the Apache-2.0 license, it gives organizations a verifiable way to supervise AI agents without the cost of enterprise compliance suites.
As businesses deploy AI agents that call tools, move data, and act on their own, most have no independent control layer over those actions. "Everyone ships skills; nobody ships governance," said Scott Holmes, Founder of Pinnacle Tech Projects and the project's maintainer.
Project Starfish uses a deny-by-default architecture: every action an agent proposes must be authorized by a Policy Decision Point, and anything not explicitly permitted is refused. It separates proposer and approver roles so an agent cannot approve its own actions, records every decision in hash-chained audit logs, verifies skills through signed manifests, and uses egress gates to stop tainted data from leaving a system. Its governance core is roughly 3,600 lines of TypeScript with zero third-party dependencies and 449 conformance tests.
