PUBLIC NOTICE Maryland Agencies to Treat Potomac River for Black Fly Control on June 27

ANNAPOLIS, MD (June 26, 2025) ~ Annapolis, MD - The Maryland Department of Agriculture, in collaboration with the Department of Natural Resources, is set to launch a pilot program to control black fly populations in the Potomac River near Harpers Ferry, West Virginia. The treatment is scheduled to take place on Friday, June 27.
The program will involve the application of a Bacillus thuringiensis israelensis (Bti)-based larvicide via helicopter. The helicopter, a Bell 206 Long Ranger with a green and white paint scheme and tail number N641HA, will be used to target specific areas of the river. Bti is a naturally occurring bacteria found in soils and is known for its effectiveness in controlling insect populations.

According to officials from the MDA, Bti is not harmful to humans or other aquatic life forms such as fish, crabs, or other invertebrates. However, it may cause temporary discoloration of the water. The treatment has been deemed safe and non-toxic by experts.
The Black Fly Suppression Pilot Program was first established in 2016 and has been successful in reducing black fly populations in targeted areas. For more information on the program, interested individuals can visit MDA's website for a fact sheet on Bti and its effects.
