State leaders agree: Governor Newsom's signature on federal immigration enforcement bills protects Californians

What you need to know: Governor Newsom signed 21 bills earlier today cementing California's longstanding efforts to support immigrant communities and reflecting on the state's response to an intensified federal immigration enforcement environment.

SACRAMENTO – Governor Gavin Newsom yesterday signed a package of bills related to federal immigration enforcement in California. This action builds on years of work by Governor Newsom and the Legislature to support immigrant families, protect communities and the economy from reckless immigration actions, strengthen transparency and oversight of detention facilities, and ensure that state resources are focused on public safety and the needs of Californians.

Here's what leaders are saying about the Governor's latest action to expand oversight of federal immigration enforcement in California:

Assemblymember Dawn Addis (D-Morro Bay): "Unchecked power and too little accountability from ICE agents, private police and imposters are harming our neighbors, families, and friends. False arrests and excessive or deadly force should never be accepted as the norm. AB 2393 allows the people to fight back by seeking damages when harm has occurred. Thank you to Governor Newsom for signing AB 2393 into law and strengthening accountability when power is abused."

Assemblymember David Alvarez (D-San Diego): "When immigrants do not report crime due to potential fear of law enforcement, all of our communities become less safe. AB 1994 strengthens immigrants' rights and reflects California's commitment to public safety and victim support that help build trust between law enforcement and the neighborhoods they serve. I am grateful to Governor Newsom for signing this bill into law."

Assemblymember Anamarie Ávila Farías (D-Martinez): "Our kids deserve role models in uniform, not individuals tied to fear and intimidation. I'm proud that AB 1807 will prohibit federal immigration agents from using state property for immigration enforcement, while AB 1806 will require an independent, transparent, and thorough state investigation when an immigration officer fatally shoots an unarmed civilian. Assemblymember Matt Haney (D-San Francisco): "For years, private corporations have made hundreds of millions of dollars locking people up for ICE in deplorable conditions while California families and communities are left to deal with the consequences. California can't control federal immigration policy, but we can make sure corporations don't get a free ride while our communities bear the cost. Now, California is the first state in the country to say: if you are going to make profits off mass detention, human suffering and family separation in our state, you are going to pay for the harm you cause. That money is going directly back to the communities being impacted for immigration-related services. Assemblymember Ash Kalra (D-San Jose): "In California, we will not allow bad-faith employers to use immigration-related threats to coerce their workers. When such employer coercion succeeds, unlawful conduct goes unreported, workplace standards erode, and law-abiding employers are undercut. I am grateful Governor Newsom has signed our AB 2495 to establish that all immigration-related threats are unlawful and better enable workers to come forward if they are threatened."

Assemblymember Alex Lee (D-Milpitas): "AB 1801 is a crucial step in strengthening the public oversight of private detention facilities. The bill gives communities a real voice before local governments approve any new private immigrant camps. We cannot allow private prison corporations to undermine community input and operate without scrutiny as they continue to commit abhorrent human rights abuses. I'm proud that the Governor signed AB 1801 to give people the meaningful opportunity to have input on detention facilities in their community. I will continue to do everything possible to protect all Californians from the federal regime's reign of terror."

Assemblymember Dr. LaShae Sharp-Collins (D-San Diego): "California should not wait for a tragedy before we act. Public safety technology must be proven safe and accountable before it is used, not after someone is seriously injured or killed. California has a responsibility to protect the dignity and safety of every person in our communities, and AB 2760 does exactly that. Senator Eloise Gómez Reyes (D-Colton): "Justice cannot work when people are afraid to walk through courthouse doors. No victim, witness, or family member should have to choose between seeking justice and risking civil arrest. SB 873 protects the integrity of our courts by making clear that people must be able to participate in our legal system without fear or intimidation. Courthouses should be places where the law protects people, not places where fear prevents them from being heard. I am deeply grateful to Governor Newsom for signing this important measure and standing with us to protect safe and equal access to justice for all Californians."

Senator Lena Gonzalez (D-Long Beach): "Families in my district, and communities across California deserve to know that their safety and dignity come first. SB 937 puts commonsense limits on dangerous military-style tactics, while SB 423 brings long-overdue transparency to what happens inside private detention facilities. Together, these bills send a clear message: no family should have to fear unnecessary force, and no community should be left in the dark about what happens in its own backyard."

Senator Steve Padilla (D-San Diego): "Our laws should always reflect our values. Californians should not be forced to subsidize private immigration detention centers through tax breaks intended for true charitable organizations. We have closed this loophole so our tax dollars go back into enriching the community, not private detention profiteers."

Senator Scott Wiener (D-San Francisco): "ICE and Border Patrol have terrorized California communities with impunity. That ends today. Californians have watched in horror as ICE tore people like Marvin Godoy Calderon and George Retes from their homes or cars, and murdered Lorenzo Salgado Araujo, Renee Good, Alex Pretti, and Johan Sebastián Durán Guerrero in broad daylight. When federal agents act lawlessly, they should be held accountable the same as any other lawbreaker. There is no room for ICE's masked secret police tactics in a free nation. We have clear guidance from a federal judge for how to move forward with our face mask ban, and SB 1004 takes those important steps. In addition, the No Kings Act provides long overdue accountability to end the impunity powering ICE and Border Patrol's terror campaign. California is also using every available tool to stand up for our communities under attack from ICE's secret police terror campaign."

Senator Sabrina Cervantes (D-Riverside): "California will not stand by and allow the establishment of more detention facilities to serve as sites for government-sanctioned acts of inhumanity. "These facilities are operated by private entities to purposefully evade legal standards and avoid public accountability. Senate Bill 1367 ensures that the Golden State will not allow our land use laws to be abused to enable human rights violations. Thank you to Governor Newsom for signing this bill to keep these detention facilities out of California."

This new law will require the state, under the direction of the Attorney General, to identify the most effective ways for California to create meaningful oversight of privately-operated facilities and end the cruel conditions happening inside. No human should have to endure eating moldy food, drinking dirty water or being denied medical care. I appreciate my colleagues for passing this legislation and I thank Governor Newsom for signing SB 957 into law. California must act. We cannot allow one more person to die inside privately-operated immigration detention facilities."
