Texas: Governor Abbott Amends, Renews Flooding Disaster Proclamation In April 2026

~ Governor Greg Abbott of Texas has declared a state of disaster in 31 counties due to the heavy rainfall and flooding event that began on July 2, 2025. This declaration comes after an initial disaster proclamation was issued on July 4, 2025 and subsequent amendments and renewals.
The affected counties include Bandera, Bexar, Burnet, Caldwell, Coke, Comal, Concho, Edwards, Gillespie, Guadalupe, Hamilton, Kendall, Kerr, Kimble, Kinney, Lampasas, Llano, Mason, Maverick, McCulloch, Menard, Real, Reeves,San Saba,Schleicher,Sutton,Tom Green ,Travis,Uvalde,and Williamson.
According to Governor Abbott's proclamation issued on April 17th of this year and in accordance with Section 418.014 of the Texas Government Code,the heavy rainfall and flash flooding have caused widespread and severe property damage,injury or loss of life in these counties.
In response to this disaster,the Governor has authorized the use of all available resources from state government and political subdivisions that are necessary to cope with the situation. This authorization is in accordance with Section 418.017 of the Texas Government Code.

Furthermore,Governor Abbott has suspended any regulatory statutes or orders that may hinder necessary action in dealing with this disaster. This includes any statutes that would prevent the transfer of bodies to families as soon as possible,such as Sections 264.514 and 264.515 of the Texas Family Code and Articles 49.04 ,49.05 ,49.10 ,and 49.25 of the Texas Code of Criminal Procedure.
Additionally,the Governor has authorized the suspension of any state statutes or administrative rules regarding contracting or procurement if they impede emergency response efforts by state agencies to protect life or property threatened by this declared disaster.This suspension will remain in effect for the duration of the disaster.
In accordance with statutory requirements, copies of this proclamation have been filed with the appropriate authorities. The Governor's proclamation can be viewed on the official website.
This declaration serves as a call to action for all Texans to come together and support those affected by this disaster. Governor Abbott urges everyone to stay informed and follow any instructions or guidelines given by local authorities.
