Texas: Governor Abbott Amends, Renews Flooding Disaster Proclamation In November 2025

~ Governor Greg Abbott of Texas has declared a state of disaster in 31 counties due to severe flooding and property damage caused by heavy rainfall and flash flooding. The disaster proclamation, which was initially issued on July 4, 2025, has been amended and renewed multiple times since then.

The heavy rainfall and flooding event began on July 2, 2025, and has resulted in widespread damage, injuries, and loss of life in several counties. In response to this ongoing crisis, Governor Abbott has exercised his authority under Section 418.014 of the Texas Government Code to amend and renew the disaster proclamation.

The affected counties include Bandera, Bexar, Burnet, Caldwell, Coke, Comal, Concho, Edwards, Gillespie, Guadalupe, Hamilton, Kendall, Kerr, Kimble, Kinney, Lampasas, Llano,Mason,Maverick,Mcculloch,Menard,

Real,

Reeves,

San Saba,

Schleicher,

Sutton,

Tom Green,

Travis,

Uvalde,and Williamson.

Under Section 418.017 of the Texas Government Code,Governor Abbott has authorized the use of all available resources from state government and political subdivisions to assist with the disaster response efforts.

Additionally,Governor Abbott has suspended any regulatory statutes or orders that may hinder necessary actions in coping with this disaster. This includes suspending Sections 264.514 and 264.515 of the Texas Family Code and Articles 49.04 ,49.05 ,49.10 ,and 49.25 of the Texas Code of Criminal Procedure which could prevent the timely transfer of bodies to families.

Furthermore,Governor Abbott has authorized the suspension of any state statutes or administrative rules regarding contracting or procurement that may impede emergency response efforts by state agencies.

In accordance with statutory requirements,copies of this proclamation have been filed with relevant authorities.Governor Abbott has officially signed the proclamation and had the Seal of State affixed at his office in Austin,Texas on November 18,2025.

This disaster declaration serves as a call to action for all Texans to come together and support those affected by this natural disaster. The state government is committed to providing all necessary resources to help these communities recover and rebuild.
