He directed the Public Utilities Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) to ensure that data centers pay for their own electric infrastructure, reuse their own water, reduce electricity costs for Texans, and do not disrupt residential neighborhoods.

Furthermore, the PUCT and ERCOT will thoroughly examine each data center project to ensure that they are paying their own way by disclosing all taxpayer-funded incentives and grants tied to the project. They must also provide their own power through on-site generation or other measures to reduce reliance on the ERCOT grid. Additionally, measures must be taken to protect Texas water resources and minimize impacts on neighboring property owners and communities.
