Texas: Governor Abbott Signs Record Public Education Funding, Teacher Pay Raise Into Law

~ Governor Greg Abbott signed House Bill 2 into law today, marking a significant milestone in the state's commitment to public education. The bill, which provides a record $8.5 billion in new funding for public education and a historic $4 billion for teacher and staff pay raises, was signed during a ceremony at Salado Middle School attended by over 175 educators, students, and parents.

During the ceremony, Governor Abbott emphasized the importance of investing in education to ensure that Texas becomes a leader in educating its children. "Now is the time to make Texas No. 1 in educating our children," he said. "House Bill 2 ensures that our schools are funded better than ever, teacher pay and student funding are at all-time highs, reading and math performance will improve, and students will be better prepared for the workforce."

The Governor also highlighted the impact of this legislation on the teaching profession and special education students. He expressed his gratitude to all those who worked towards making this bill a reality.

Joining Governor Abbott at the bill signing were Chairman Brandon Creighton, Chairman Brad Buckley, Salado Independent School District (ISD) Superintendent Dr. Michael Novotny, and Temple ISD teacher JoMeka Gray.

Ms. Gray, who has been an educator for 13 years and was recognized as the 2024 Region 12 Teacher of the Year and a 2025 Texas Teacher of the Year Finalist, spoke about how House Bill 2 is more than just policy - it is a promise to teachers. She thanked Governor Abbott and the Legislature for their support towards strengthening the teaching profession and meeting the needs of special education students.

The bill signing was also attended by Senator Pete Flores; Representatives Charles Cunningham, Paul Dyson, Caroline Harris Davila, Stan Gerdes, Ryan Guillen, Helen Kerwin, Stan Kitzman, Mark LaHood, Terri Leo-Wilson, Shelley Luther, John McQueeney, Angelia Orr, Katrina Pierson, Joanne Shofner, Valoree Swanson, Denise Villalobos, and Wes Virdell; Texas Education Agency Commissioner Mike Morath; and other state and local officials.

In his 2025 State of the State Address, Governor Abbott declared expanding career training and a teacher pay raise as emergency items for this legislative session. House Bill 2 delivers on these promises by providing a record $8.5 billion in new funding for public education. This includes investments in career and technical education, special education reforms, early literacy and numeracy programs, teacher preparation and certification programs, school safety measures, and operational costs for school districts.

The bill also expands the Teacher Incentive Allotment program to reward exemplary teachers with permanent pay raises. This program aims to invest in high-quality teacher preparation programs and provide incentives to help schools get their existing teachers certified.

Governor Abbott also announced that over $481 million in Teacher Incentive Allotment funds were awarded to over 42,000 designated Texas teachers for the 2024-25 school year.

House Bill 2 (Buckley/Creighton) builds on the school finance reforms from 2019 by providing an additional $8.5 billion in various high-impact funding strategies identified in the Governor's 2025 State of the State Address and Budget priorities.

With this record funding package for public education, Texas is taking a significant step towards improving its education system and ensuring that students are prepared for the future.
