The WOSB Certification Opens New Opportunities for Federal Contracts and Institutional Partnerships
WASHINGTON - TelAve -- Third Culture Comms Receives Women-Owned Small Business (WOSB) Certification from U.S. Small Business Administration
WASHINGTON, D.C., August 17, 2026—Third Culture Comms LLC, a strategic communications advisory serving international institutions and mission-driven organizations, today announced it has received Women-Owned Small Business certification (WOSB Certification) from the U.S. Small Business Administration (https://certifications.sba.gov/). The certification recognizes businesses at least 51% owned and controlled by women who are U.S. citizens, and opens access to federal contracts set aside for women-owned businesses.
The certification lets Third Culture Comms compete for set-aside and sole-source awards across public relations, strategic communications, and management consulting, matching the firm's core NAICS codes 541820, 541613, and 541611.

Federal agencies working on international development, economic development, global health, climate, and public diplomacy share a specific problem. Their evidence is strong and their narrative reach falls short. Third Culture Comms works on exactly that gap.
"I spent nearly two decades inside the institutions that shape global development. I have been in the rooms where those decisions get made," said Yasmine Djellal, Founder and Principal of Third Culture Comms. "This certification gives federal agencies access to a firm that has operated inside these institutions rather than observed them from outside."
Djellal held senior communications roles at the World Bank Group, including the Office of the Senior Vice President and General Counsel, and Director of Communications positions at Nathan Associates and The Cadmus Group. She advises in Arabic, English, French, and Spanish, and every engagement runs through her directly.
The firm delivers four services. Strategic Counsel, embedded advisory support for institutional leadership; Narrative Architecture, foundational story and message frameworks for organizations at a turning point; Principal Voice, speechwriting and thought leadership for individual leaders; and Research & Insights, political economy intelligence, narrative landscape analysis, and policy monitoring that tells institutions who controls the story in their sector before they position within it.

"The organizations losing ground right now aren't losing because of bad work," Djellal added. "They're losing the narrative. Federal agencies face that same pressure, and this certification lets us bring that counsel directly to them."
