LOS ANGELES - TelAve -- TitleChain Foundation today published Draft v1 of the Sovereign Compute Access Act, model legislation guaranteeing every American a free, private, unmetered right to run open-weight artificial intelligence, including on computer hardware they already own without creating a new federal agency.

The Act would require that any AI model a company voluntarily releases as open-weight be made available, free and without a usage cap, to individual, cooperative, and small-business accounts. It establishes a program allowing people to register their own existing computers, regardless of manufacturer, as validated, private compute nodes. Enforcement is designed to run through state consumer-protection authority and existing federal agencies — not a newly created department.

"Americans should not be required to rent intelligence they can lawfully possess and operate for themselves," said Pamela Norton, Founder and Executive Director of TitleChain Foundation. "This draft puts that principle into legal language and puts it directly in the public's hands — because the pressure to act has to come from the people to Washington, not the other way around, before the window to do this on our own terms closes."

The Act also addresses a specific structural concern in current AI-safety proposals: that a small number of frontier AI companies could end up defining risk, writing the applicable compliance standard, selecting the evaluators who apply it, and receiving antitrust protection for coordinating with one another on all three.

The draft is published for open public review, not as a final or enacted document. It has not been introduced by any legislative office and is not an adopted standard of the International Chain of Sovereign Nations (ICSN), the open standards body TitleChain Foundation stewards. Every substantive comment will receive a public disposition — accepted, accepted with revision, deferred, referred for specialist review, or not adopted, with a stated reason.
