NEW YORK - TelAve -- The United States now faces a systemic breakdown that reaches from federal contracting to aerospace safety to every industry relying on accredited quality certifications. Through U.S. Department of State Contract 19AQMM18R0131, the American National Accreditation Board (ANAB) was falsely presented as an "underwriter" for the International Accreditation Forum (IAF). This misrepresentation opened the door for Communist China's direct influence inside U.S. government systems and compromised the entire global accreditation ecosystem.

Because ANAB sits at the center of the Multilateral Recognition Arrangement (MLA) and Multi‑Regional Agreement (MRA), this fraud does not stop at aerospace. It invalidates the legitimacy of all certifications in all industries, domestic and international.

THE TIMELINE OF SYSTEMIC FAILURE

2001–2002:
Boeing Weakens Oversight While Forcing Suppliers Into It
  • September 19, 2001 — Shortly after 9/11, Boeing announces layoffs of 20,000–30,000 employees, reducing internal oversight capacity.
  • April 2002 — Boeing issues a supplier bulletin requiring companies performing special processes to be NADCAP certified through PRI for heat treatment, welding, plating, safety‑critical processes, and non‑destructive testing. Suppliers must send certifications and parts; Boeing may visit only "if the need arises."
  • July 2002 — Boeing mandates that all suppliers must be AS9100 certified and ANAB accredited, again reserving the right to visit only "if the need arises."
Boeing itself was not AS9100 certified, despite requiring it of others.

2002–2003: International Accreditation Gateways Open
  • Boeing's supplier portal states that third‑party registrars must be ANAB accredited or internationally equivalent, including accreditation bodies in Iran, China, and Pakistan through the MLA/MRA system (as of 2018 these certifications are invalid).
  • October 2003 — ANSI–ANAB mandates that all AS9100 suppliers be placed in the OASIS database, with no right to refuse listing or database fees.
  • The OASIS system is controlled by the International Aerospace Quality Group (IAQG) — at the time, Boeing controlled 65% of IAQG.
2009: Boeing Becomes Its Own Regulator
  • Boeing receives FAA approval for the Organization Designation Authorization (ODA) system, allowing Boeing to self‑certify aircraft and technologies, including the MCAS system involved in the Ethiopian and Indonesian crashes that killed 346 people.
  • FAA oversight collapses as Boeing employees act as Boeing/FAA inspectors.

  • Boeing itself was not AS9100 certified, despite clauses in AS9100 requiring mandatory third‑party audits for organizations designing and manufacturing aircraft. The FAA airworthiness certification is not equivalent to AS9100. They are separate; AS9100 is for parts and assemblies while FAA certifies the after assembly of the aircraft. The news media will not tell you this because the would loose Boeing access to news.
2014–2024: Boeing Quietly Controls the Accreditation System
  • Boeing sits on ANAB's Management Systems Accreditation Committee (MSAC) — the body that can grant, suspend, or withdraw certifications.
  • Boeing still holds no AS9100 certification, yet influences the certification system governing its suppliers.
2018: THE YEAR THE ACCREDITATION SYSTEM COLLAPSES.

Cybersecurity Exposure
  • A Department of Energy official praises Xiao Jianhua for developing CERTSEARCH, a system embedded within the IAF to gather global certification data.
  • Canadian officials also praise the system.
  • This creates a direct cybersecurity risk inside a U.S. federal contract.

Because ANAB is central to the Multilateral Arrangement (MLA) and Multi-Regional Arrangement (MRA), this FRAUD has contaminated every certification issued under ANAB or its "equivalent" bodies worldwide. This includes AS9100, ISO 9001, ISO 13485, and all derivative standards.

THE SYSTEM IS BROKEN — AND THE RECORD IS NOW PUBLIC

The advertisement of ANAB on Department of State Contract 19AQMM18R0131 destroyed the integrity of the global accreditation ecosystem.

It invited foreign influence, compromised cybersecurity, and left the United States with decades of uncertified aircraft and invalid certifications across all industries.

The IAF incorporated in Delaware USA and its sister organization ILAC in Australia as of January 2026 merged into GLOBAC Global Accreditation Cooperation. This included AS9100 changing to IA9100. It is apparent that these organizations changed titles to protect them from FRAUD exposure on Federal contract 19AQMM18R0131
