SACRAMENTO — California Gov. Gavin Newsom has signed legislation establishing refundable tax credits for qualifying local news organizations that employ journalists in the state.
Assembly Bill 2222, authored by Assemblymembers Christopher Ward, a San Diego Democrat, and Buffy Wicks, an Oakland Democrat, will take effect for tax years beginning Jan. 1, 2027. The credits will be available through 2031 and are intended to help newsrooms retain existing staff and create new reporting jobs.
Eligible organizations may claim credits tied to full-time and part-time journalism positions. The program covers qualifying digital, broadcast and print outlets, but excludes organizations controlled by political groups or social-welfare entities. Participating news organizations must meet editorial standards, including publicly posting a policy for correcting errors and clarifying coverage.

Newsom signed the bill in his office alongside members of the Capitol Press Corps and answered questions from reporters afterward. He said local journalists help keep government accountable by covering institutions and issues that affect communities.
The signing comes amid disputes over press access at the White House. The Trump administration barred journalists from CNN, MS NOW and Politico after criticizing their coverage. A federal judge later ordered the administration to temporarily restore their credentials, while the news organizations continue to challenge the ban in court.
The new law is designed to support local reporting on schools, city halls, courts, public safety agencies, businesses and neighborhoods. Newsom's office said the measure aims to strengthen local journalism and the public's access to information.
