Clover's $8,000 School Impact Fee: What New-Home Buyers Should Know
TelAve News/10904847
Alvear Homes explains Clover's $8,000 school impact fee, what it means for new-home buyers, and why understanding development costs matters in today's market.
CLOVER, S.C. - TelAve -- New-home buyers in the Clover area are facing an important cost consideration as York County's current public education facility impact fee reaches $8,000 per new single-family residential unit within the Clover School District.
Alvear Homes is highlighting what the fee means for buyers considering new construction in Clover and surrounding communities.
The fee became effective December 16, 2025, and is collected when a residential building permit is issued. While the fee is associated with qualifying new residential development, buyers should not automatically assume they will receive a separate $8,000 bill at closing. The way development costs are reflected in a home's pricing and purchase contract can vary, making it important for buyers to ask builders for a complete cost breakdown.

The impact fee comes as Clover continues to experience residential growth and expands its school infrastructure. The Clover School District opened Lake Wylie High School, Liberty Hill Elementary School and Roosevelt Middle School for the 2026–27 school year, underscoring the infrastructure demands associated with continued population growth.
For prospective buyers, Alvear Homes recommends looking beyond the advertised purchase price when evaluating new construction. Property taxes, homeowners insurance, HOA costs, development fees, financing terms, school assignments and commuting expenses can all contribute to the overall cost of homeownership.
"Buyers should understand the complete financial picture before choosing a new home," said Alvear Homes. "The $8,000 impact fee is one part of a much larger conversation about growth, infrastructure and long-term value in Clover."
Alvear Homes serves buyers and sellers throughout Clover, Lake Wylie, Fort Mill, Tega Cay, Rock Hill and the broader Charlotte-area border region.
