Colorado Springs: City Council issues statement on El Paso-Teller County 911 Authority agreement

~ During the City Council Regular Meeting lunch on Tuesday, July 14, Mayor Yemi Mobolade, along with representatives from the Colorado Springs Police Department and the Colorado Springs Fire Department, unexpectedly briefed the City Council. This was the first time that the City Council had received any substantial information since Mayor Mobolade's announcement on June 22nd that the city would be leaving the El Paso – Teller County 911 Authority without prior notification to the council or regional partners.
The presentation was unplanned and did not allow for meaningful dialogue between City Council members and those presenting. However, Mayor Mobolade did inform them that an Intergovernmental Agreement was in place between the City of Colorado Springs and the El Paso – Teller County 911 Authority. This agreement, along with subsequent amendments, had been approved by City Council through a resolution. As such, any withdrawal from the authority would require legislative action by City Council.

Furthermore, it was emphasized that only City Council has the authority to create a new authority and impose a 911 fee for Colorado Springs. While acknowledging and supporting the concerns of the police and fire departments regarding evolving community needs, City Council believes that these concerns could be addressed through negotiations with the El Paso – Teller County 911 Authority.
City Council is committed to working collaboratively with all stakeholders to find a solution while maintaining their regional partnership for effective service to citizens. However, it was noted that a majority of council members have not been present during this important discussion and will need to consider legislative action in order to remain or withdraw from the El Paso – Teller County 911 Authority.
To further discuss this matter, City Council has scheduled a Work Session on Monday, August 10th where they will hear presentations from representatives of both police and fire departments as well as from the El Paso – Teller County 911 Authority. It is expected that this meeting will provide more insight into potential solutions and the future of the city's partnership with the authority.
