Economist William Michael Cunningham says Warsh's Jackson Hole speech validates earlier warnings about interest rates while raising new concerns about Federal Reserve accountability and inclusion
WASHINGTON - TelAve -- Creative Investment Research (CIR) today issued a response to Federal Reserve Chairman Kevin Warsh's August 28 Jackson Hole speech, saying that while the remarks are a welcome refinement of earlier statements made by the new Fed chair, they also confirm concerns that the new Fed leadership raises serious questions about transparency, public accountability and representation in Federal Reserve decision-making.
Warsh emphasized that the Fed must "interrogate reality," rely on current and actionable data, maintain its firm 2 percent inflation target, prioritize short-term interest rates as its principal policy tool and ultimately be judged by results.
"Chairman Warsh is right that the Federal Reserve must interrogate reality," said William Michael Cunningham, economist and founder of Creative Investment Research (CIR). "But that obligation applies to the Fed itself. It must interrogate its own assumptions, the composition of its advisory groups, the quality of its forecasts and the unequal economic consequences of its decisions."

CIR also noted the composition of the Federal Reserve's new Productivity and Jobs Task Force. The group lacks publicly identified Black leadership and does not include leaders from organized labor, minority-business organizations, low-income communities or community-development institutions.
"The people most exposed to job loss, technological displacement and unequal access to capital should be represented," Cunningham said.
CIR also challenged Warsh's argument that transparency regarding future policy decisions is not inherently virtuous.
"The market itself appears to disagree," Cunningham said. "The Fed's communications must recognize its public mission and its obligation to explain decisions that affect employment, credit availability, housing costs, business investment and wealth."
CIR has repeatedly warned that attacks on Federal Reserve independence could weaken confidence in monetary policy.

Cunningham also challenged Warsh's acknowledgment that "accuracy in economic forecasting is still just an aspiration."
"Accuracy in Federal Reserve forecasting may be an aspiration," Cunningham said. "That does not mean accurate forecasting is impossible. It means the Fed should broaden the economists, communities, data sources and analytical approaches it listens to."
In December 2024, CIR warned minority communities to prepare for precisely this type of policy environment.
