Fiscal Year 2027 Begins; City of Long Beach Provides Update on Efforts to Address Staffing Impacts

Long Beach, CA ~ **Long Beach reduces planned layoffs to 17 under FY 2027 budget**
Long Beach, Calif. — The City of Long Beach has reduced the number of employees facing layoffs under its fiscal year 2027 budget from 225 to 17 after placing many affected workers in other City jobs.
The budget, which took effect Oct. 1, eliminates 225 filled positions and 174 vacant positions. Although the number of filled positions eliminated remains unchanged, Human Resources worked with City departments, labor organizations and the Civil Service Employee Rights and Appeals Commission to find alternative roles for affected employees.
All affected classified employees—those with civil service protections—and about 87% of affected unclassified employees retained City employment in other positions. The 17 employees still facing layoffs are unclassified, according to the City.

Mayor Rex Richardson said the budget addresses the City's structural deficit while preserving jobs and services. City Manager Tom Modica said the City continues to look for opportunities for the remaining affected employees.
The City Council adopted the budget Sept. 8 in a 7-2 vote. It was designed to close a $58.2 million deficit, restore reserves and align ongoing spending with ongoing revenue. The City cited rising service costs, inflation, economic uncertainty and reduced state and federal support as factors in the budget process.
Council adjustments preserved or restored several services, including additional Police Department Quality of Life officers, Monday library hours, an upgrade of a fire engine to a Paramedic Assessment Unit and funding for violence prevention.
The budget also raises fines for 17 traffic safety and hazardous parking violations, as well as street-sweeping citations, and ends tax relief for cannabis dispensaries. The changes helped restore services that had been considered for cuts.
