Governor Abbott Announces Texas Semiconductor Innovation Fund Grant To Prairie View A&M University
TelAve News/10884072
~ In a move to invest in the future workforce of Texas, Governor Greg Abbott has announced that Prairie View A&M University (PVAMU) will receive a grant of $1.98 million from the Texas Semiconductor Innovation Fund (TSIF). This grant will support a strategic workforce development initiative focused on advancing 3D Heterogeneous Integration (3DHI) microelectronics through specialized training programs at the university's campus in Prairie View.
Governor Abbott expressed his enthusiasm for this investment, stating, "Texas is investing in the workforce of tomorrow today." He also highlighted PVAMU's reputation for empowering scholars and its role as the second-oldest public higher education institution in Texas. The governor believes that this program will not only enhance national security by strengthening domestic semiconductor manufacturing but also provide better job opportunities and higher paychecks for Texans in the years to come.
The use of 3DHI technologies allows for the stacking of separately manufactured components within a single package, resulting in significant improvements in functionality and performance. PVAMU's Roy G. Perry College of Engineering, as a Historically Black College and University (HBCU), is collaborating with the Texas A&M Semiconductor Institute to spearhead this initiative. The program will provide specialized training in 3DHI process capabilities, Electronic Design Automation (EDA) and digital twins, and 3DHI microsystems. This partnership with the Next-Generation Microelectronics Manufacturing (NGMM) program aims to prepare a skilled workforce for careers in these high-tech fields.

Texas A&M University System Chancellor Glenn Hegar expressed his gratitude towards Governor Abbott for investing in Texas' semiconductor workforce and maintaining its dominance in this critical sector. He believes that PVAMU is equipping students with skills necessary for complex and highly sought-after jobs in the industry. This grant not only secures Texas' economic future but also invests in the individuals who will keep the state at the forefront of innovation for years to come.
Senator Lois W. Kolkhorst also praised the governor's decision, stating, "Texas is a global leader in developing innovative technology, and Prairie View A&M is at the forefront of that effort." She believes that this fund will help PVAMU continue to produce a highly educated workforce that is building a bridge to the future.
The Texas CHIPS Act was signed into law by Governor Abbott in 2023, establishing the Texas Semiconductor Innovation Fund (TSIF) and the Texas Semiconductor Innovation Consortium (TSIC). These programs, administered by the Texas CHIPS Office under the Governor's Texas Economic Development & Tourism Office, aim to leverage Texas' investments in the semiconductor industry. They also encourage semiconductor-related companies to expand in the state and further develop the expertise and capacity of Texas institutions of higher education. This initiative aims to maintain Texas' position as the nation's leader in semiconductor manufacturing.
