Governor Abbott Announces Texas Semiconductor Innovation Fund Grant To Soulbrain
TelAve News/10897907
~ In a move to further strengthen Texas' position as a national leader in semiconductor manufacturing, Governor Greg Abbott announced today that Soulbrain RASA TX LLC (Soulbrain) has been granted $11,596,668 from the Texas Semiconductor Innovation Fund (TSIF). This grant will support the establishment of a new U.S. manufacturing facility and headquarters in Taylor, Texas.
The facility is expected to create 20 high-skilled jobs and bring in over $120 million in capital investment. Governor Abbott expressed his congratulations to Soulbrain for choosing Texas as their first U.S. production site and headquarters. He stated that this decision not only creates new job opportunities but also meets the growing demand for specialized materials essential to the production of next-generation chips and electronic components.
The first phase of the project will focus on producing 28,800 metric tons of high-selectivity and high-purity phosphoric acid (H₃PO₄) annually. This material is crucial for semiconductor wafer cleaning and etching processes.
President of Soulbrain RASA TX LLC, Jon Park, expressed his gratitude towards Governor Abbott and the state of Texas for their support through the TSIF. He believes that this partnership will not only expand advanced materials capabilities in Texas but also strengthen the domestic semiconductor ecosystem and create valuable manufacturing and engineering opportunities for Texans.

Senator Charles Schwertner also praised Soulbrain's decision to establish their presence in Taylor, stating that it will bring skilled jobs to the community while ensuring critical supply chain materials are produced within the state.
Representative Caroline Harris Davila highlighted how the creation of TSIF through HB 5174 has played a significant role in spurring job creation, domestic manufacturing, and technological innovation within their community. She looks forward to seeing the positive economic impact this allocation will have on Taylor and Williamson County.
Soulbrain's decision to invest in Texas was made possible by Governor Abbott's signing of the Texas CHIPS Act in 2023. This act established the TSIF and the Texas Semiconductor Innovation Consortium (TSIC) to continue the state's leadership in semiconductor research, design, and manufacturing. These programs, administered by the Texas CHIPS Office, aim to leverage Texas' investments in the semiconductor industry, encourage companies to expand within the state, develop expertise and capacity in higher education institutions, and maintain Texas' position as the nation's leader in semiconductor manufacturing.
With this latest grant from TSIF, Soulbrain joins a growing list of world-class manufacturers choosing to establish their presence in Texas. This not only brings economic benefits but also solidifies the state's dominance across the full semiconductor supply chain.
